New England Fire Protection News Items

      City of Boston Residential FDC Sizes

Please be advised that the City of Boston will only accept a minimum of 2 1/2 inch threaded fire department connection (FDC) for residential sprinkler systems. No quick connection devices are allowed.

The  code reference for fire department connections can be found in the seventh edition of the Massachusetts State Building Code 780 CMR  which states:

 903.3.6 Hose Threads. Fire hose threads used in connection with automatic sprinkler systems shall be approved and compatible with fire department hose threads.

Further The NFPA 13-R  and 13-D suggests minimum design sizes for FDC, but these sizes are not compatible with BFD requirements of  21/2" for residential applications.

The FDC will be reviewed per 780 CMR prior permit issuance as well as field inspected at Certificate of Occupancy close outs.

At the Department of Fire Services in Stow, Massachusetts

The Massachusetts Board of Fire Prevention Regulations (BFPR) has been considering on a proposal to adopt NFPA 25 into the Massachusetts Fire Prevention Regulations as 527 CMR 40.00.  If adopted, inspection, testing and maintenance of fire sprinkler systems would be enforced by Fire Officials not Building Inspectors.

NFPA 25 is currently referenced in the Massachusetts Building Code and not in the Fire Prevention Regulations.

 The meetings are open to the public.  However, this is not a public hearing.

Attendees may not be allowed to speak unless asked by the Chairman.

Vermont Updates Fire and Life Safety Codes

The state of Vermont has updated its statewide adoption of the following:

NFPA 1: Uniform Fire Code, NFPA 101: Life Safety Code and

The International Building Code, IBC  to the 2006 editions.

The National Board Inspection Code, National Board of Boiler & Pressure Vessel Inspectors, 2004

The adoption became effective on June 15, 2009.

During the transition period for the new code, a construction project that has obtained a construction permit prior to June 15, 2009, or a construction project that is permitted and construction has started by September 15, 2009, is not required to change the construction to meet the new code, provided that the construction meets or exceeds the requirements for existing buildings under the new code.

Massachusetts Regulations for CO Alarms

House Bill 5139

The date for installation of carbon monoxide alarms has changed to January 1, 2008.

The original installation date was January 1, 2007.

Fire Sprinkler Incentive Act of 2007 (H.R. 1742-House) (S. 582-Senate) -- amends the Internal Revenue Code to provide for accelerated depreciation of five years for automatic fire sprinkler systems installed in existing occupancies. [MORE INFO]


 

Campus Fire Safety Right-to-Know Act of 2007 (H.R. 592-House) (S. 354-Senate) -- provides for disclosure of fire safety standards (including automatic fire sprinklers) with respect to campus buildings. [MORE INFO]


 

College Fire Prevention Act (H.R. 642-House) -- establishes a demonstration incentive program within the Department of Education to promote installation of fire sprinkler systems, or other fire suppression or prevention technologies, in qualified student housing and dormitories. [MORE INFO]
